Youth Detention Programs Becoming Safer For Children

Children and teens with behavior problems present special challenges. Without their parents they are especially vulnerable. Detention staffs are often caught trying to sort true accusations from false accusations. The Governor of Texas had to intervene in the midst of true allegations from several programs in his state. From this came a new regulation that may be adopted in other states. All allegations must be immediately reported to the state. And all allegations must be reported to the boys and to the girls in custody. In the past, detention staff could investigate, substantiate and then report to the state. No more. Boys and girls in custody have little physical privacy. Detention staff is required to keep them under close observation and to do physical searches. Many of the children are young - 10, 11, 12 years old. It is important in all circumstances that children be protected from abuse. In detention, because of the special job requirements, it is extremely important that staff understand the serious sexual boundaries that must be observed. The Diana Screen® tests to screen out people who have a very weak understanding of the boundaries regarding sexual contact between adults and minors. A few adults who fail this measure will have already sexually abused a child. Others will be permission-givers who will not protect the children from other adults.
