Youth Detention Programs Becoming Safer For Children


Children and teens with behavior problems present special challenges.

Without their parents they are especially vulnerable.

Detention staffs are often caught trying to sort true accusations from false accusations. The Governor of Texas had to intervene in the midst of true allegations from several programs in his state.

From this came a new regulation that may be adopted in other states. All allegations must be immediately reported to the state. And all allegations must be reported to the boys and to the girls in custody. In the past, detention staff could investigate, substantiate and then report to the state. No more.

Boys and girls in custody have little physical privacy. Detention staff is required to keep them under close observation and to do physical searches. Many of the children are young - 10, 11, 12 years old.

It is important in all circumstances that children be protected from abuse. In detention, because of the special job requirements, it is extremely important that staff understand the serious sexual boundaries that must be observed.

The Diana Screen® tests to screen out people who have a very weak understanding of the boundaries regarding sexual contact between adults and minors.

A few adults who fail this measure will have already sexually abused a child. Others will be permission-givers who will not protect the children from other adults. They will also fail to protect the detention center.

WHAT HAPPENS TO DETENTION STAFF
WHO SEXUALLY ABUSE?
• Nearly 40% of staff who abused were arrested or referred for prosecution.
• In local or private detention facilities, 99% of staff who abused lost their jobs.
• In state detention facilities, only 75% of staff perpetrators lost their jobs.
• These figures contrast with school staff who abuse - no teacher was reported to the police. Only 15% lost their jobs.


HOW THE CHILD ABUSER PASSES YOUR SCREENING
1. He assumes, since you know him, that you won't do a thorough reference check.
2. You may need to hire someone quickly, so you do not do a thorough reference check.
3. You ask for two letters of reference. He gives you references who know nothing about his past as an abuser.
4. On his resume, he leaves out the places he worked that would report his problematic behavior.
5. He strongly encourages you to do a criminal check on him. Like over 95% of people who sexually abuse, he knows he has never been convicted.
6. You don't use the new screening methods - such as THE DIANA SCREEN®.
